| STATUS OF PROJECT | ☑ Completed 1.Conduct Day Care Worker’s Convention July 19 to 21, 2024, with the support of the Provincial Federation of ECCD workers and stakeholders, the Provincial Social Welfare and Development Office conducted the celebration of the Provincial Convention of Child Development Workers with the theme, “Building Bridges, Changing Lives: Honoring the Compassion and Commitment of Child Development Workers”. It was attended by around three hundred eighty participants composed of Child Development Workers, Supervised Neighborhood Play Workers and selected guest. Our Department Head, PSWDO Madam Sally Lamoca made her presence and rendered her message welcoming the participants to this three-days event. Also with us here was the Municipal Administrator of the Municipal Government of Sablayan, Sir Norman A. Novio, who also delivered his message, and in behalf of Mayor Bong Marquez. Among the activities emerged on the first day of the event were each municipality/delegates’ presentations of Yell. Presentations of each municipal/delegates thru video clips highlighting the accomplishments and good practices in ECCD program implementation. The whole afternoon run through with infoserve, with us was from the RACCO, Ms. Alyssa Cabrera, sharing information on the Adoption and Alternative Child Care Program. From DILG, LGOO II Ferry Irish May H. Santiago sharing her technical expertise tackling about Child Friendly Local Governance. Before the day lasted, the special dance presentations with “tiktok 80’s concepts” and Solo Singing presentations showed off the vocal talents of selected child development workers. On the second day, after morning graces, one major activity of the event happened. It was a sort of orientation about the New Guidelines in the Registration and Recognition of Public and Private CDCs/Learning Centers, which was given to us by no other than Sir Arnel G. Medico, the Assistant Department Head of the PSWDO. In the afternoon, palaro grabbed the energy of the participants, leading the victory to the municipality of San Jose. Later part was the DCWFOMI Logo enhancement contest, a challenge to participating municipalities in improving the design and enhancing the image of the logo illustrating the overall concept of ECCD. Municipality of Sablayan declared as the winner after presenting and defending their respective entries. On the 3rd and last day of the event was for the awarding of prizes, certificates and closing program. 2. Conduct of Meetings and Consultation Dialogues with the Provincial Federation of Day Care Workers, MSWDOs and other ECCD Stakeholders March 20, 2024, the 1st quarterly meeting was held at Alcaide’s Grilled Burger and More, Barangay 7,Mamburao, Occidental Mindoro attended by thirty-two (32) ECCD workers including MSWDOs, Focal Persons and Coordinators from nine (9) out of eleven (11) municipalities of the province. Among the major agenda discussed were the advisory from the ECCD Council, Advisory No. 3 series of 2023 pointing out that the end of classes indicated in this advisory which is July 4, 2024 shall now be moved to May 24, 2024. Another one, the need to conduct revalidation of CDCs/CDWs accredited in 2022, as required by the ECCD Council for the necessary re-issuance of certificate of accreditation. Lastly, the concerns for the forthcoming ECCD Convention which tentatively scheduled before end of June. Second Quarter meeting was held in Sablayan, at Palayok ni Jing, Barangay Buenavista. This meeting was attended by again, thirty-two participants/representatives from different municipalities. Same regular agenda pushed through the meeting, each municipal federation presented its respective accomplishments and plans. Consultation with the MSWDOs/Focal Persons highlighted the feedback on ECCD Council’s training for external evaluators and the status of accreditation. 3. Monitoring, provision of technical assistance and conduct of accreditation to ECCD centers and service providers As tackled during the quarter’s meeting and consultation dialogue, the conduct of revalidation visit to identified CDCs and CDWs who undergone accreditation in 2022, was materialized based from the concerned LGU’s requests. The LGU of San Jose, thru the MSWDO was the first one who requested revalidation visit. The purpose of this revalidation is for the ECCD Council’s basis for re-issuance of revalidated license or certificate of recognition in lieu of the New Standard and Guidelines issued by the latter. There were seven (7) CDCs and CDWs in San Jose who were visited and undergone revalidation process, twenty-one (21) for Rizal and twenty-two (22) for Abra de Ilog. 4. Awareness Raising Campaign on the Rights of Children through National Children’s Month Celebration November 11, 2024, the Children’s Congress was held at Provincial Capitol Training Center, Mamburao, Occidental Mindoro. There were around one hundred fifty (150) participants, day care children, ECCD service providers, child development workers, parents, pupils and teachers as representatives from different public schools, and other program stakeholders joined in celebrating the occasion. Our very supportive and beloved Governor Eduardo B. Gadiano made sure of his presence and delivered his State of the Children’s Address (SOCA) emphasizing different programs and services provided by different agencies of the Provincial Government that aimed for the holistic development and protection of children in the Province. 5. Provision of Monthly Honorarium to CDW Presidents and Secretaries The President and secretary of the Municipal Federation of Child Development Workers in every municipality are the usual officials who attend meetings, conferences, etc. hence, they are provided with compensation for their extra service and duty since their salary is not that high to cover their travel expenses monthly. 6. Distribution of Year-End Cash Incentives to CDWs and SNPWs This cash incentives given every end of the year is in lieu of the approved Special Ordinance granting year-end cash incentive worth P2,000.00 to all Child Development Workers and Supervised Neighborhood Play Workers in the Province of Occidental Mindoro. The release of the incentives was materialized on December 21, 2024 simultaneously at the Provincial Capitol, Mamburao for MAPSTc area and at PGO San Jose Extension Office for SAMARICA area. There are four hundred ninety (490) CDWs and SNPWs who received their year-end incentives with the total amount of 980,000.00. 7. Provision of Milestone Incentives to Qualified CDWs and SNPWs It is the purpose of providing Milestone Incentives to CDWs and SNPWs to ensure that all qualified child development workers and supervised neighborhood play workers will continue to receive incentives based on their milestone in order to further motivate them and boost their morale in this profession. For 2024, there are seventy-one (71) CDWs and SNPWs from 11 municipalities of the Province who are beneficiaries of this year’s Milestone incentives, with the total amount of P308,500.00 released last December 21, 2024. They are the ones who rendered exactly ten (10), fifteen (15), twenty (20), twenty-five (25), thirty (30) and above of continuous service as ECCD service providers. 8. Providing Maternity Assistance to Qualified Female Child Development Workers and Supervised Neighborhood Play Workers It is the objective of this program to ensure that all Barangay Child Development Workers and Supervised Neighborhood Play Workers are given financial support at the time they need it most – when they have given birth, faced miscarriage or emergency termination of pregnancy which consequentially required to take leave of absence for their incapacity to do their teaching work. For this year 2024, there are five (5) CDWs and SNPWs who qualified and availed maternity assistance. The amount of assistance provided totaled to P56,300.00. |
